Introduction to the Campaign
The “I am a Housebuilder” campaign, launched as part of the All Party Parliamentary Group for SME Housebuilders, tackles a pressing issue in the construction industry. With only 2% of SME housebuilding businesses in the UK owned and run by women, and women comprising just 14% of the 2.1 million construction workforce, the sector struggles with an image problem.
This lack of diversity worsens skills shortages and hinders innovation. The campaign aims to break these barriers by increasing visibility of successful female leaders, establishing a mentoring network, and collaborating with trade bodies to promote the industry to women of all ages—from apprenticeships to boardroom roles.

Xuan Meng’s Inspiring Journey
Xuan Meng, CEO of Cosy Hauz, embodies the campaign’s mission with her remarkable journey in property development. Starting from scratch, she built Cosy Hauz Group into an award-winning real estate company, delivering developments with a combined Gross Development Value (GDV) of £70 million. With £25 million currently in the pipeline, she achieved this in just seven years—navigating challenges like the pandemic and interest rate hikes.
Born in China, Xuan studied in Ireland and began her career in the investment fund industry in Luxembourg before settling in the UK. Her multicultural background and multilingual skills have shaped a global team spanning Asia and Europe, giving Cosy Hauz a unique edge. Her investment fund experience brought expertise in risk management, investment analysis, and cashflow management, distinguishing her from traditional construction backgrounds.
In 2018, while on maternity leave, Xuan took a bold leap. With £450,000 from her personal savings and a remortgaged home, she founded Cosy Hauz. Despite financial constraints, her innovative approach—focusing on sustainability and smart technology—drove the company to success. This resilience earned her accolades from the Property Investor Awards, HMO Awards, and The Developers Club EOY Awards.
Xuan’s vision extends beyond business. She dreams of building a global property empire covering development, regeneration, property tech, construction, social housing, and asset management, while creating positive social impact. As a mother, she aims to set an example for her daughter and future female leaders.
Her commitment to giving back shines through her role in “I am a Housebuilder.” As a key member, she mentors female mentees and had experience speaking at prestigious institutions like Cambridge University, Imperial College, and UK REiiF, inspiring the next generation of women in construction.
